Participants of the hearings that were conducted on 30 June 2010, in the text of the recommendations emphasised the necessity of taking into the consideration prior directions of science development and research-technical potential in the course of the formation of the legislative base.
The Cabinet of Ministers is recommended to provide the development of the prior directions of science and research and innovational activity, increase of the executive discipline of Ministries and Departments regarding the implementation of the Laws, reduce quantity of the managers of the budget funds in the sphere of science and research-technical activity.
It was also emphasised in the recommendations on the necessity of the formation
of efficient national system of prediction of research-technical development
and investigation of research-technical priorities.
Furthermore, the Cabinet of Ministers is recommended to implement certain measures to preserve the property and land areas of the state academies, research organizations and higher educational establishments.
It is also suggested to elaborate the actions to increase the social status of the research specialists and young scientists in particular.
